Egypt’s 2026/2027 Development Plan Expands Economic Opportunities for Women with More Than EGP 1.3 Billion in Financing

Women’s economic empowerment is emerging as a key priority in Egypt’s Economic and Social Development Plan for the 2026/2027 fiscal year, with expanded financing for micro, small and medium-sized enterprises designed to increase women’s participation in economic activity, strengthen household incomes and support greater financial independence.

The plan places women’s access to finance within a broader development framework that combines funding with skills development, training and community-based development programs.

More Than EGP 1.3 Billion in Financing for Women

According to the plan, the Micro, Small and Medium Enterprise Development Agency provided more than EGP 1.3 billion in financing to women during 2025.

The amount represented approximately one-quarter of the agency’s total financing, reflecting continued efforts to expand access to funding for women entrepreneurs across Egypt, particularly in communities and governorates with greater development needs.

The financing supported approximately 25,900 projects, with microenterprises accounting for the largest share. Small and medium-sized businesses also received a significant portion of the funding.

Together, these projects contributed to the creation of thousands of direct and indirect employment opportunities for women, strengthening the role of women-owned and women-led businesses within the local economy.

Financing Women Beyond Traditional Lending

The 2026/2027 development plan highlights an approach to women’s economic empowerment that extends beyond access to loans.

Women are also benefiting from infrastructure projects, community development initiatives and training programs aimed at strengthening their skills and improving the conditions needed to establish and sustain successful businesses.

This integrated approach recognizes that access to capital alone does not guarantee the long-term success of women-led enterprises. Training, capacity building and supportive economic environments are equally important in helping women transform business ideas into sustainable sources of income.

Upper Egypt Receives a Major Share of Women-Focused Financing

The plan indicates that governorates in Upper Egypt received the largest share of financing directed toward women.

The commercial sector was also the leading beneficiary among economic activities, highlighting the growing participation of women in trade and small-business activity.

The geographic distribution of financing reflects an effort to expand economic opportunities beyond major urban centers and reach women in areas where access to finance, employment and entrepreneurship opportunities can have a particularly significant impact on household livelihoods.

Supporting Women Entrepreneurs Across Egypt

The measures outlined in the development plan form part of a wider strategy to increase women’s participation in the labor market and encourage female entrepreneurship.

Small and microenterprises are being positioned as practical tools for economic and social development, particularly because they can generate employment, diversify household income and create opportunities for women to build independent economic lives.

Expanding financial and economic inclusion can also strengthen women’s ability to make decisions about their livelihoods and contribute more substantially to the financial stability of their families.

Economic Empowerment as a Development Priority

Egypt’s approach to women’s economic empowerment increasingly connects financing with skills, entrepreneurship and financial inclusion.

By expanding access to capital while investing in training and community development, the 2026/2027 plan seeks to create conditions in which more women can establish businesses, develop existing enterprises and participate actively in the national economy.

For Egyptian women, the significance of these measures extends beyond the value of individual loans or projects. Greater access to finance and entrepreneurship opportunities can translate into stronger economic independence, new employment opportunities and a more active role for women in shaping Egypt’s economic future.
