Kholoud El-Ashmawy is 1st Woman to Assume Senior Post at PetroGulf Petroleum

Mona Yousef

In a landmark move for boosting inclusivity in Egypt’s  energy sector, Minister of Petroleum and Mineral Resources Karim Badawi has appointed Kholoud El-Ashmawy as Assistant Chairman of PetroGulf Petroleum for Community Development—marking the first time a woman has ever held this senior executive role within the company or the wider petroleum sector.

The appointment signals a bold step toward gender inclusion at the highest levels of Egypt’s energy industry, aligning with broader national strategies to empower women in leadership and strengthen the intersection of energy development and social responsibility.

Breaking Barriers in a Traditionally Male Sector

El-Ashmawy’s appointment is far more than symbolic. Her elevation to a top leadership position reflects a conscious institutional shift in a sector historically resistant to female participation in executive decision-making. With decades of experience in corporate sustainability, stakeholder engagement, and community development, she brings a well-established track record of strategic leadership and policy integration to her new role.

Minister Badawi’s decision is being widely hailed as a pivotal moment for women in the energy sector, one that redefines the possibilities for professional advancement in a field long dominated by men.

A Strategic Role at the Crossroads of Energy and Development

As Assistant Chairman for Community Development, El-Ashmawy will oversee a portfolio critical to bridging Egypt’s petroleum operations with the country’s broader social and developmental priorities. Her mandate includes designing and implementing integrated community initiatives in health, education, and environmental sustainability—particularly in areas adjacent to PetroGulf’s production zones.

Her role is expected to catalyze stronger partnerships between the private sector, local communities, and public institutions, ensuring that economic gains from oil and gas operations translate into inclusive and measurable social impact.

A Model for Broader Institutional Reform

Observers say the appointment could set a precedent for other companies in the sector—and across Egyptian industry—to elevate women into strategic leadership roles, particularly in areas where corporate performance intersects with social value creation.

The move comes amid growing recognition within Egypt’s government and business sectors of the economic and institutional benefits of gender diversity, especially as the country works to implement the goals outlined in its Vision 2030 national development strategy.

A New Chapter for Women in Egyptian Energy

The Ministry of Petroleum’s decision has been met with widespread praise from both within and beyond the energy sector, with advocates pointing to El-Ashmawy’s appointment as evidence of a long-overdue shift in the industry’s leadership culture. It also resonates with broader international efforts to mainstream sustainability and social governance into the operations of extractive industries.

As Egypt positions itself as a regional energy hub and pursues a path of economic modernization, El-Ashmawy’s appointment may well be seen in retrospect as a defining moment of institutional transformation—not just for PetroGulf, but for the industry at large.
