Egypt Advances Women’s Empowerment Through Landmark Reforms Across Multiple Sectors

Egypt has achieved significant progress in advancing women’s empowerment over the past 13 years through a series of national reforms aimed at strengthening women’s participation across political, economic, educational, healthcare, and social sectors.

One of the most notable developments has been the increased representation of women in political and public leadership. Women’s participation has expanded in both houses of parliament, while the judiciary has seen a growing number of female judges and public prosecutors. Women have also reached their highest-ever level of representation within the Cabinet, reflecting broader efforts to promote female leadership in public service.

Economic empowerment has also shown measurable progress. Female unemployment has declined by 8.2 percentage points, supported by national initiatives designed to improve women’s access to employment and sustainable economic opportunities. At the same time, female enrollment in higher education has surpassed 54 percent, highlighting continued investment in women’s education and future workforce participation.

Healthcare has remained a central pillar of these efforts. More than 2.2 million women have benefited from Egypt’s Comprehensive Health Insurance System, alongside nationwide health initiatives that provide free medical screenings, disease prevention programs, and expanded access to healthcare services aimed at improving women’s wellbeing.

Social protection programs have also placed women at the center of national development policies. Women represent approximately 75 percent of beneficiaries under the Takaful and Karama cash support program. In addition, more than EGP 5.2 billion is allocated annually to programs that support female-headed households through financial assistance and economic empowerment initiatives.

Legal and institutional reforms have further strengthened protections for women. Measures include the establishment of the National Committee to Eliminate Female Genital Mutilation in 2019, alongside the creation of a centralized governmental unit dedicated to protecting women from violence by providing legal, psychological, and social support while promoting a safer environment free from discrimination and abuse.

Together, these initiatives reflect Egypt’s continued efforts to expand opportunities for women, strengthen gender equality, and promote inclusive social and economic development.
