Social Solidarity Ministry, Housing Development Bank Expand Assistive Tech Access for Egyptian University Students With Disabilities

The Housing Development Bank Egypt  (HDB) is taking a leading role in advancing inclusive education in Egypt, partnering with the Ministry of Social Solidarity Egypt to deliver critical assistive devices to university students with disabilities across the country.

The initiative, carried out under the supervision of Social Solidarity Minister Maya Morsy, reflects a growing emphasis on private-sector engagement in social development—particularly in expanding access to higher education for underserved groups.

HDB-Backed Initiative Targets Accessibility Gaps

At a high-level event attended by government officials, academic leaders, and banking executives, the Housing Development Bank supported the distribution of 150 screen-reader-enabled laptops for visually impaired students and 25 electric wheelchairs for students with mobility challenges.

The program currently serves students at Cairo University, Ain Shams University, and the Capital University affiliated with Helwan University, with plans for nationwide expansion.

Further distributions are already scheduled, including:

  • 1,000 white canes
  • 125 additional electric wheelchairs
  • More accessible laptops

The effort prioritizes students from low-income families, particularly beneficiaries of the Takaful and Karama Program.

Corporate Responsibility at the Core

Hassan Ghanem, CEO and Managing Director of the Housing Development Bank, framed the initiative as a cornerstone of the bank’s corporate social responsibility strategy.

“Our commitment goes beyond financial services,” Ghanem said. “We are investing in equal opportunity—ensuring that students with disabilities have the tools to succeed academically and participate fully in society.”

He emphasized that empowering people with disabilities is essential to achieving long-term social equity and sustainable economic growth.

Driving Inclusion Through Partnerships

The bank’s collaboration with the Ministry of Social Solidarity is part of a formal cooperation protocol linked to the Social Solidarity Units Project—an initiative embedded within universities to provide integrated student services and promote inclusion.

By channeling resources into assistive technologies, the Housing Development Bank is helping translate policy goals into tangible outcomes on campuses.

Transforming the Student Experience

In this regard, Gehan El Goly, Head of Corporate Communications and Sustainable Development Sector at the bank, highlighted the direct impact of the initiative on students’ daily academic lives.

“Providing assistive devices is fundamental to empowering students with disabilities to learn, engage, and thrive independently,” she said. “This is about creating an educational environment that is truly equitable.”

Expanding Impact Nationwide

Officials say the program will continue to scale through university-based Social Solidarity Units, extending its reach to more students across Egypt.

For the Housing Development Bank, the initiative underscores a broader shift in the role of financial institutions—from traditional banking toward active participation in social development—positioning accessibility and inclusion as central pillars of its long-term vision.
