In a strategic step to advance women’s economic inclusion and accelerate Egypt’s digital transformation, the National Council for Women (NCW) and the National Telecom Regulatory Authority (NTRA) signed a cooperation protocol on Sunday aimed at strengthening women’s participation in the communications and information technology (ICT) sector.

The agreement supports the objectives of Egypt Vision 2030, which prioritizes women’s empowerment and their integration into national development and digital transformation strategies.

Strategic Partnership to Expand Digital Inclusion

The protocol was signed by Counselor Amal Ammar, President of the National Council for Women, and Eng. Mohamed Shamroukh, Chief Executive Officer of the National Telecom Regulatory Authority.

Ammar described the agreement as part of the council’s broader strategy to deepen cooperation with state institutions to support Egyptian women, particularly in high-growth sectors such as ICT.

“The communications and information technology sector represents a key driver of sustainable economic empowerment,” Ammar said, noting that the partnership will help provide structured training and qualification programs for women and girls, strengthen their digital competencies, and enhance their competitiveness in the labor market.

She added that equipping women with advanced digital skills is essential to ensuring their active participation in Egypt’s expanding digital economy.

Closing the Gender Digital Gap

Shamroukh underscored the NTRA’s commitment to international best practices, including policies advanced by the International Telecommunication Union, aimed at reducing the gender digital divide and promoting women’s leadership in ICT fields.

“Technological empowerment of women is not solely a social imperative; it is a strategic requirement for achieving comprehensive digital transformation,” Shamroukh said.

He emphasized that the protocol will contribute to creating a more inclusive digital ecosystem that enables women to innovate, lead, and participate effectively in emerging technology-driven industries.

Training in Cybersecurity and Tech Entrepreneurship

Under the agreement, the two institutions will collaborate to exchange expertise and coordinate initiatives that improve women’s access to digital services. The protocol also outlines the launch of joint training programs in cybersecurity, technology entrepreneurship, and digital literacy.

Officials said the partnership will further promote safe and responsible technology use among women and girls, ensuring that digital inclusion is accompanied by awareness and security safeguards.

The agreement reflects Egypt’s broader commitment to fostering gender equality in technology and positioning women as central contributors to national growth and competitiveness in the digital age.
