Counselor Hoda Eissa officially assumed office as President of Egypt’s Administrative Prosecution Authority after taking the constitutional oath before President Abdel Fattah El-Sisi on Tuesday.
Her appointment was issued under Presidential Decree No. 275 of 2026, with the decision taking effect on July 1, 2026.
Counselor Eissa succeeds Counselor Mohamed El-Shennawy, who completed his term as head of the authority. President El-Sisi also awarded El-Shennawy the Order of the Republic, First Class, in recognition of his distinguished judicial service.
Born in Alexandria in 1957, Hoda Eissa earned her Bachelor of Laws from Alexandria University in 1979 before joining the Administrative Prosecution Authority in 1981.
During a judicial career spanning more than four decades, she held several senior leadership positions within the authority in Alexandria, including Director of the Local Administration Prosecution and Deputy Director of the Health Prosecution.
In September 2025, she was appointed Director of the Alexandria Technical Bureau and became a member of the Disciplinary Board, a role she held until her appointment as President of the Administrative Prosecution Authority.
Her appointment marks another milestone in the advancement of women within Egypt’s judiciary, following continued efforts to expand women’s representation across judicial institutions.
In August 2025, Presidential Decree No. 447 of 2025 appointed 48 women among 207 Assistant Delegates to the State Council, marking the first group of women to join the State Council through the regular judicial appointment track at the entry level of the judicial career ladder.
The appointments represented a significant step toward opening all judicial positions to women in Egypt, further strengthening female representation across the country’s judicial institutions.
