Egypt’s Minister of Public Enterprises Visits El-Beheira Governor to Oversee Strategic Textile Industry Projects in Kafr El-Dawar

In a visit underscoring Egypt’s commitment to reviving its once-dominant textile industry, Minister of Public Enterprises Mohamed El-Shimy met today with Dr. Jacqueline Azar, Governor of El-Beheira, at the start of his inspection tour of Misr Spinning & Weaving Company and El-Bayda Dyers in Kafr El-Dawar.

The visit is part of the minister’s broader field inspection program aimed at monitoring the execution of the National Project for the Development of the Textile Industry, a state-led initiative to reindustrialize Egypt’s manufacturing heartland and restore the global standing of Egyptian cotton.

“An Industrial Fortress Under Comprehensive Development”

During the visit, Minister El-Shimy described Misr Spinning & Weaving in Kafr El-Dawar as “an industrial fortress” undergoing complete modernization as part of Egypt’s national strategy to transform its textile sector.

The comprehensive overhaul includes:

  • Upgrading infrastructure and machinery
  • Introducing cutting-edge global textile technologies
  • Training the workforce for higher efficiency and quality
  • Boosting production and export capacity

“This is not merely a local renovation,” El-Shimy emphasized. “It’s a national revival designed to bring Egyptian cotton and manufacturing back to the forefront of global markets. We are investing in productivity, quality, and international competitiveness.”

A Model for Public-Private Coordination

The meeting also addressed other strategic development projects underway by subsidiaries of the Ministry of Public Enterprises in El-Beheira, including expansions by Misr Rayon Company and construction works completed by Hassan Mohamed Allam Construction, such as the Desouq Om Dinar Bridge.

El-Shimy praised the growing synergy between national ministries and local governance in pushing forward Egypt’s industrial development strategy.

“There’s a strong spirit of collaboration here in El-Beheira,” said El-Shimy. “This ensures these development projects are not only successful but sustainable—offering job creation, regional growth, and long-term economic value.”

Governor Azar: Development Aligned with National Priorities

Governor Jacqueline Azar affirmed the governorate’s full support for the national development efforts, particularly those aimed at strengthening industrial and investment infrastructure.

“The revival of Misr Spinning & Weaving in Kafr El-Dawar is a strategic national project with local economic impact,” she said. “It aligns with Egypt’s drive for import substitution, deepening local manufacturing, and expanding exports.”

Governor Azar also emphasized the region’s commitment to providing a favorable investment climate and facilitating major projects that boost local employment and industrial sustainability.

Textile Industry as a Growth Engine

The National Project for the Development of the Textile Industry, spearheaded by the Ministry of Public Enterprises and managed by the Holding Company for Cotton, Spinning, Weaving and Garments, is one of the largest industrial renewal efforts in Egypt in recent years.

Its objectives include:

  • Maximizing the value of Egyptian cotton
  • Reducing import reliance
  • Opening new international markets for Egyptian-made textiles
  • Restoring Egypt’s historic leadership in the textile sector

The revitalization of legacy companies such as Misr Spinning & Weaving is seen as a vital step toward sustainable economic recovery and inclusive development, especially in industrial regions like Kafr El-Dawar.
