Egypt Holds Senate Runoff Elections Amid  Upcoming Parliamentary Vote Preparations

Egypt’s National Election Authority officially launched the runoff round of Senate elections on Wednesday, August 27, with domestic voting set to continue through Thursday, August 28. The final results are scheduled to be announced and published in the Official Gazette on September 4, 2025.

The runoff elections involve 10 candidates across 5 governorates, competing for seats in Egypt’s upper parliamentary chamber. Meanwhile, Egyptians abroad have been casting their votes over the past two days, with polling taking place in accordance with the electoral commission’s global timetable.

Strict Enforcement of Electoral Silence

As the country moves through the final stages of the Senate elections, violations of electoral silence laws have come into sharp focus. According to Article 24 of Egypt’s Law on the Exercise of Political Rights, any individual or campaign entity found violating the legal campaign blackout period faces a fine ranging from EGP 10,000 to EGP 100,000 (approx. $325–$3,250 USD).

The law clearly defines the campaigning window: from the date of the final candidate list announcement until 12:00 PM on the day prior to the vote. Any campaigning—whether direct or digital—outside this timeframe is strictly prohibited.

National Election Authority Ensures Smooth Proceedings

Judge Hazem Badawy, Deputy Head of the Court of Cassation and Chairman of the National Election Authority (NEA), confirmed that all logistics and preparations for the Senate runoff have been successfully completed. Concurrently, the NEA is laying the groundwork for the upcoming House of Representatives elections, with a full timeline and procedural roadmap expected to be announced following the Senate vote.

In a press briefing, Judge Ahmed Bendary, Executive Director of the NEA, confirmed that voting among Egyptians abroad proceeded without incident. “We did not receive any obstacles or irregularities in the two designated days for overseas voting,” he stated, noting that all ballots will be counted within local general committees and submitted to the NEA, the sole body authorized to declare official results.

Governors Across Egypt Confirm Readiness

Governors across the country, including those in Beni Suef and Gharbia, confirmed their full logistical and security readiness for the runoff phase. The vote is being held under the individual candidate system, as part of the broader 2025 Senate election framework.

Photos shared on social media and local outlets also showed Egyptians abroad voting in Australia, as national pride and political participation remain high among diaspora communities.

Eyes on the House of Representatives Election

As Egypt prepares for the transition to a new legislative cycle, focus is already shifting toward the House of Representatives elections, which must be held no later than November 2025.

According to Article 106 of the Egyptian Constitution, the House’s five-year term ends in January 2026, requiring elections to take place within the 60-day window prior to the term’s expiration. The NEA is expected to unveil the full electoral schedule for the lower chamber following the conclusion of the Senate elections.
