Egypt’s 2025 Senate Election: “National List for Egypt” Secures All Party-List Seats Uncontested

Egypt’s National Elections Authority (NEA) on Tuesday announced the official results of the 2025 Senate elections, confirming the uncontested victory of the “National List for Egypt” coalition, which secured all 100 party-list seats after meeting the minimum electoral threshold.

NEA head Hazem Badawy revealed during a press conference that 11.65 million voters cast their ballots in the first round, marking a 17.1% voter turnout — the highest participation rate in Senate elections since the chamber’s re-establishment.

The “National List for Egypt,” led by the Mostaqbal Watan (Future of the Nation) party and comprising 13 political parties, was the sole contender in the four proportional representation districts. It met the required 5% threshold of valid votes in each district:

  • Cairo & Central Delta: 18.06%
  • North, Central & South Upper Egypt: 16.49%
  • East Delta: 15.15%
  • West Delta: 13.92%

Individual Seats and Runoff Round

Out of 100 individual seats, 95 candidates won in the first round. A runoff will be held in 5 constituencies to decide the remaining seats. The second-round voting is scheduled for August 25–26 for Egyptians abroad, and August 27–28 inside Egypt.

According to the NEA, 428 candidates competed for the 100 individual seats:

  • 186 independent candidates
  • 242 party-affiliated candidates

After the elections conclude, the President of Egypt will appoint 100 additional senators, completing the 300-member upper house before its inaugural session.

Growing Turnout Compared to Previous Elections

The 17.1% turnout in the 2025 Senate elections surpasses previous rates:

  • 14.23% in 2020
  • 12.9% in 2012 (when the upper house was known as the Shura Council)

The observers attribute the rise to improved electoral management, increased party mobilization, and public interest in Senate roles related to legislative review and constitutional consultation.

Legal Timetable and Appeals

Further, Candidates have 48 hours (until Thursday, August 14) to file appeals against the results before the Supreme Administrative Court, which will rule on all challenges by August 24. The final results will be published in Egypt’s Official Gazette on September 4, 2025.
