Egypt’s Minister of Social Solidarity and Chairperson of the Board of Trustees of the National Foundation for Family and Community Development, Dr. Maya Morsy, presided over a high-level board meeting this week, addressing the foundation’s ongoing initiatives, future expansion plans, and digital transformation strategies.
The meeting gathered board members and senior officials to review organizational progress and approve strategic developments that aim to improve social services—particularly for vulnerable groups, including persons with disabilities.
Scaling Up Social Care: EGP 10 Million Allocated to Upgrade Institutions
A key outcome of the meeting was the board’s approval of a comprehensive development plan to upgrade and enhance the foundation’s social care institutions, with a total investment of EGP 10 million.
The decision comes as part of the Ministry’s broader commitment to modernize social welfare infrastructure and ensure that care services are accessible, dignified, and responsive to citizens’ evolving needs.
“The foundation is a cornerstone of our national social safety net,” Dr. Morsy said. “Its services are transforming lives, and this expansion reflects our continued investment in inclusive, quality care.”
New Disability Service Complexes in Giza and Ain Shams
The board also gave the green light to inaugurate two major service complexes for persons with disabilities:
- A comprehensive disability services center in Giza, set to open during October’s national celebrations, and
- A care facility in Ain Shams, scheduled for December 2025, with a total budget of EGP 12 million.
These centers are designed to provide integrated rehabilitation, education, and care services for children and youth with disabilities, and represent a significant step toward fulfilling Egypt’s national strategy for disability inclusion.
Driving Operational Excellence through Digital Transformation
The board discussed the foundation’s plan to digitize its operations, signaling a shift toward greater efficiency, transparency, and service accessibility. The initiative aims to automate internal workflows and improve service delivery for beneficiaries, aligning with Egypt’s broader national digital transformation agenda.
Commending Leadership and Impact
Minister Morsy commended Major General Abdel Hakim Hammouda, the Foundation’s Executive Director, for his leadership and operational success, which she said have earned the foundation a strong reputation and measurable success across its programs.

The National Foundation for Family and Community Development plays a vital role in:
- Providing care services for the elderly, orphans, and persons with disabilities,
- Supporting women and family welfare initiatives,
- And acting as a hub for community-based development programs in coordination with government and civil society partners.
