Egypt Is 1st Country to Implement CHAMPS Initiative

Mona Yousef

Egypt has become the first country globally to implement the CHAMPS (Children and Adolescents: Mapping and Promoting Services) initiative, a pioneering program aimed at enhancing the resilience of children and adolescents from birth through 18 years of age. The initiative is designed to prevent drug abuse and protect young people from the various risks they face as they grow. This marks a pivotal moment in Egypt’s commitment to improving public health and safeguarding the future of its youth.

Egypt’s Commitment to Global Standards in Child Protection

At the 68th session of the International Narcotics Control Board (INCB) held at the United Nations Office in Vienna, Dr. Maya Morsi, Egypt’s Minister of Social Solidarity and Chairperson of the Anti-Addiction Fund, delivered a recorded address that highlighted Egypt’s pioneering role in the global fight against drug abuse. Dr. Morsi emphasized Egypt’s official adoption of the CHAMPS initiative in October 2024, an announcement that reflects the nation’s steadfast commitment to creating a safer and more secure future for its children.

A Comprehensive National Approach to Drug Prevention

The implementation of the CHAMPS initiative is aligned with Egypt’s broader strategic objectives to combat drug abuse and trafficking. Central to these efforts is the National Anti-Drugs Strategy for 2024-2028, which was launched under the leadership of President Abdel Fattah El-Sisi. This ambitious strategy focuses on equipping individuals with the knowledge and life skills needed to overcome the challenges posed by drug use, particularly among vulnerable groups. Egypt’s approach goes beyond prevention, aiming to reduce the broader social and health impacts of drug abuse, including violence and criminal behavior.

The strategy emphasizes collaboration with governmental agencies, civil society organizations, and international partners to create a cohesive and comprehensive approach to drug prevention and treatment.

Empowering Future Generations

Egypt’s commitment to the CHAMPS initiative also reflects its dedication to empowering the next generation. In recognition of this commitment, 17-year-old volunteer Karima Hany has been selected by the United Nations Office on Drugs and Crime to represent Egypt at the International Youth Forum on Drug Prevention in 2025. Hany’s participation underscores the active involvement of Egyptian youth in advocating for drug prevention and contributing to global discussions on effective strategies for protecting young people from the dangers of substance abuse.

A Model for Global Adoption

The CHAMPS initiative represents an innovative, evidence-based approach to child protection. By focusing on preventive measures and addressing the factors that contribute to drug abuse, the program aims to provide holistic support for children and adolescents, ensuring that they grow up in environments where they can thrive.

Egypt’s leadership in adopting and implementing this initiative sets a precedent for other countries. It demonstrates the potential for integrating comprehensive child protection strategies into national policies and serves as a model for global adoption. The initiative’s success in Egypt will likely influence other nations to adopt similar measures, furthering the global effort to protect children from the devastating impact of drug abuse.

Egypt’s Role on the Global Stage

As the first country to implement the CHAMPS initiative, Egypt continues to demonstrate its commitment to international standards in child protection and drug prevention. The nation’s proactive role in addressing the challenges of substance abuse and its comprehensive approach to safeguarding its youth highlight its growing influence as a leader in global public health.

Egypt’s engagement in the CHAMPS initiative, alongside its broader efforts to combat drug abuse, not only benefits its citizens but also reinforces the country’s role in global efforts to protect future generations. Through collaboration, innovation, and a commitment to the well-being of its youth, Egypt is setting an example for the world in ensuring a healthier, safer future for children and adolescents everywhere.
