In a strategic move aimed at strengthening Egypt’s international cooperation in higher education and scientific research, Dr. Ayman Ashour, Egypt’s Minister of Higher Education and Scientific Research, has officially appointed Dr. Salma Yousry as Assistant Minister for International Cooperation.
The appointment highlights the country’s growing emphasis on global academic partnerships, research innovation, and sustainable development.
Extensive Expertise in Urban Development and International Collaboration
Dr. Yousry brings a rich and diverse background in international cooperation, urban planning, and public policy. Prior to this appointment, she served as Advisor to the Minister for International Cooperation, playing a pivotal role in facilitating Egypt’s participation in global research and development initiatives.
Dr. Yousry holds a Ph.D. in Urban Planning and Design from the Faculty of Engineering, Ain Shams University, where she also earned her Master’s in Architecture. She furthered her academic credentials with a Postgraduate Diploma in Housing and Land Management from the Institute for Housing and Urban Development Studies at Erasmus University Rotterdam.
Leadership Across International Platforms
With significant roles at the United Nations Human Settlements Programme (UN-Habitat), including serving as Director of the Urban Development Program in Egypt, Dr. Yousry has led numerous initiatives focused on urban sustainability, infrastructure, and inclusive development.
Her work with major international organizations has allowed her to influence and shape national policies on housing and urban development. Notably, she contributed to:
- Egypt’s accession to the Horizon Europe Program, one of the world’s largest research and innovation funding frameworks.
- The development of the first National Housing Strategy in Egypt.
- The design of a comprehensive national framework for integrated urban development, leading to the creation of the Egyptian Urban Development Fund.
- The launch of innovative water and sanitation projects benefiting millions in underserved regions of Upper Egypt and the Nile Delta.
