ETA Signs New Framework to Optimize Accountants’ Role in Egypt’s Tax System

Head of the Egyptian Tax Authority (ETA), Rasha Abdel Aal, and Head of the Accounting and Auditing Division at the Syndicate of Commercial Professions, Mahmoud El-Naghi, have formalized a new cooperation protocol aimed at regulating the interactions between accountants and the ETA. The signing ceremony was attended by Sherif El-Kilany, Deputy Minister of Finance for Tax Policies, and Abdel Fattah Hussein, Head of the Syndicate of Commercial Professions.

The initiative aligns with the Ministry of Finance’s broader vision to foster stronger relationships with professional accountants, streamline tax procedures, and promote transparency. Sherif El-Kilany emphasized that the protocol is an integral part of the Ministry’s ongoing efforts to reduce disputes and improve tax compliance by creating clear, cooperative frameworks between the authority and taxpayers.

“The Ministry is committed to continuous engagement with professional bodies to ensure tax system reforms are built on transparent, mutually agreed-upon principles,” said El-Kilany. “This will foster higher voluntary compliance rates and facilitate smoother tax processes for both accountants and taxpayers.”

Abdel Aal explained that the protocol is in line with the Minister of Finance’s directives to modernize Egypt’s tax system and strengthen cooperation between the ETA and certified accountants. The goal is to establish fair tax practices, boost trust between taxpayers and the administration, and contribute to the country’s broader economic development.

“This agreement provides clear mechanisms and controls for accountants’ interactions with the ETA, aiming to deliver more efficient tax services,” Abdel Aal remarked. “Our commitment is to simplify procedures and enhance collaboration with the professional community, which will drive voluntary compliance and improve tax collection while minimizing the burden on taxpayers.”

A significant aspect of the protocol is the establishment of guidelines, jointly developed by the ETA and the syndicate, designed to improve the quality of financial and tax reporting. Additionally, the agreement defines the rights and responsibilities of certified accountants according to their professional categories.

Mahmoud El-Naghi described the protocol as a pivotal step in standardizing the practices of accountants in their dealings with the ETA. “We are committed to ensuring that accountants maintain high professional and ethical standards while working within a transparent and structured framework,” El-Naghi said. “This will not only enhance their role in assisting taxpayers but also ensure the fair enforcement of tax laws.”

El-Naghi further highlighted that the continued collaboration between the Syndicate and the ETA would help refine Egypt’s tax system, providing accountants with the tools and clarity necessary to work more efficiently and transparently.
