ETA Launches New Consultation Platform to Engage Business Community

Rasha Abdel Aal, Head of the Egyptian Tax Authority (ETA), has announced the launch of a new consultation platform aimed at strengthening dialogue with the business community and involving companies directly in tax policymaking before decisions are issued.

The new platform will allow the ETA to receive opinions, proposals, and feedback from businesses and economic sectors on prospective tax measures that could affect their activities. The move  will institutionalize effective participation, enhance transparency, and ensure that tax policies reflect real economic conditions.

Abdel Aal said the initiative reflects Finance Minister Ahmed Kouchouk’s strong commitment to expanding channels of societal dialogue as a cornerstone of tax system reform and as a driver of a more supportive, investment-friendly business climate.

Dialogue with Business as a Strategic Partner

Abdel Aal made her remarks during a conference organized by the American Chamber of Commerce, held as part of the ongoing societal dialogue on Egypt’s second package of tax facilities. The event underscored the importance of sustained communication with the private sector, positioning the business community as a strategic partner in shaping tax policies and procedures.

She emphasized that early engagement with businesses helps improve the quality of tax decisions, reduces disputes, and strengthens trust between taxpayers and the state.

“A Full Stop and a New Line” in Tax Administration

In her address, Abdel Aal reviewed the main features of the first package of tax facilities launched under the slogan “A Full Stop and a New Line.” She described it as a turning point in how the ETA interacts with taxpayers, marking a shift toward facilitation, simplified procedures, and confidence-building.

“The first package laid the foundation for a new phase based on trust, ease of compliance, and partnership with the business community,” she said.

Second Package Builds on Reform Momentum

According to Abdel Aal, the second package of tax facilities builds on this reform path and is guided by a clear strategic objective: establishing a genuine and sustainable partnership with businesses grounded in trust and transparency.

The package also seeks to integrate the informal economy into the formal system while supporting compliant taxpayers through incentive-based measures that encourage continued adherence to tax regulations.

Tax Authority Launches New Platform to Consult Business Community

Abdel Aal explained that the second package introduces several qualitative initiatives aimed at improving tax services and increasing procedural efficiency. Chief among them is the Tax Excellence Card, which grants compliant taxpayers fast-track services and priority access to advanced rulings units, investor support services, and accelerated VAT refund procedures.

She also highlighted the development of the central clearing system, which enables electronic offsetting between taxpayers’ credit and debit balances. The system is expected to significantly reduce processing times, simplify settlements, and resolve administrative issues related to outstanding tax obligations.

Digital Tools and Investor-Focused Reforms

The ETA has also issued a comprehensive export services guidance manual to help companies better understand export-related tax procedures and benefit from available incentives through clear and simplified explanations.

In addition, a dedicated mobile application for real estate disposal tax has been launched, allowing taxpayers to calculate and pay the tax electronically with greater ease.

Addressing capital markets, Abdel Aal said the second package responds directly to investor demands by shifting from a capital gains tax on securities trading to a stamp duty system, a move aimed at enhancing the attractiveness and competitiveness of the Egyptian stock market.

Specialized Tax Centers Expand Nationwide

Abdel Aal revealed that specialized tax centers have been established in key locations, including New Cairo, New Alamein, and Sheikh Zayed. These centers provide integrated, high-quality services through fast-track procedures and highly trained staff, serving all categories of taxpayers.

“Our goal is a tax environment based on facilitation, partnership, and trust,” she said, adding that these reforms support Egypt’s national economy and align with the state’s long-term sustainable development objectives.

Concluding her remarks, Abdel Aal reaffirmed that the Egyptian Tax Authority is advancing in line with the Finance Minister’s vision to build a modern tax system that delivers stability and predictability for investors.
