Egypt has taken a significant step forward in modernizing its public sector with the launch of GovInnover, the country’s first national government learning management system (LMS) designed specifically for public sector employees. The platform represents a major milestone in Egypt’s digital transformation agenda and aligns closely with the objectives of Egypt Vision 2030.
Led by the Ministry of Communications and Information Technology (MCIT), GovInnover aims to strengthen institutional capacity across government entities by promoting continuous learning, digital upskilling, and knowledge sharing within the public administration.
High-Level Government Participation
The official launch event brought together Eng. Ghada Labib, Deputy Minister of Communications and Information Technology for Institutional Development, alongside several Deputy Governors and representatives from Digital Transformation Units (DTUs) across various government bodies. These stakeholders play a central role in driving digital transformation within Egypt’s administrative system and were recognized as key partners in implementing the platform nationwide.
A National Platform for Government Learning
GovInnover is a comprehensive digital learning platform built to enhance the skills and competencies of government employees, regardless of their professional background or geographic location. By offering equal access to learning resources, the platform supports inclusivity while addressing the growing need for digital capabilities within the public sector.

The platform was developed by MCIT with technical and institutional support from GIZ Egypt, through the project “Supporting eGovernment and Innovation in the Public Administration” (InnoPA). The project is implemented on behalf of the German Government, reflecting the importance of international cooperation in advancing digital governance and public sector innovation in Egypt.
