Egypt’s Finance Minister Announces New Incentives for Startups in Collaboration With MSMEDA and AI-Driven Services at Cairo ICT

Egypt’s Finance Minister Ahmed Kojok signaled a new wave of policy measures aimed at accelerating industrial growth, strengthening the entrepreneurial ecosystem, and modernizing the country’s tax and customs services, during an open dialogue with technology companies at the Cairo ICT Conference.

Kojok revealed that the government is currently studying new incentive packages to boost productive sectors and support entrepreneurship, in collaboration with the Micro, Small and Medium Enterprises Development Agency (MSMEDA). A forthcoming initiative will offer affordable financing for young entrepreneurs as part of the state’s efforts to stimulate business creation.

He confirmed that Egypt’s integrated, simplified tax system has already proven successful and will soon see the launch of new incentives for the first 100,000 new taxpayers who join the streamlined system.

 Expanding the Tax Base Through Partnership with Business

During the session, Kojok stressed that the Ministry of Finance’s priority is to broaden the tax base through a genuine partnership with the business community. He noted that Egypt is moving toward establishing new customer service centers offering exceptional, technology-driven services. Specialized units within the Tax Authority and Customs Authority will be expanded gradually to simplify procedures and enhance taxpayer support.

Kojok announced that the ministry will present its second package of tax facilitations for community dialogue in December. The package is designed to support compliant taxpayers and offer practical solutions to common tax challenges, while providing targeted incentives for certain activities, such as stock market registration and trading.

He added that the ministry is developing a comprehensive risk-management framework aimed at better targeting and encouraging long-term investors.


AI-Powered Services and a New Mobile App for Property Taxes

Kojok revealed that the Finance Ministry will soon launch a mobile application for property tax services, simplifying access to information and payments. He emphasized the importance of artificial intelligence in making financial and tax information easier for investors and citizens to understand.

The minister highlighted Egypt’s significant progress in digital transformation:
“We now monitor state revenues and expenditures in real time. This level of digitization gives us stronger analytical capabilities and enables faster, more accurate decision-making.”

He added that the massive volume of data generated through digitization represents a strong opportunity to adopt AI tools that will enhance forecasting, service quality, and responsiveness to citizens’ needs.


Digital Transformation Partnerships with e-Finance and e-Tax

During a tour of the exhibition booths of e-Finance and e-Tax, Kojok praised the companies’ contributions to Egypt’s digital transformation journey, stressing the government’s commitment to digitizing and simplifying all tax procedures using advanced AI tools to support taxpayers.

The minister reviewed the latest projects of e-Tax, including ongoing development programs aimed at deepening trust and cooperation with the tax community. These efforts extend beyond digital tax solutions to the establishment of advanced customer service centers for taxpayers.

Khaled Abdel Ghani, CEO of e-Tax, expressed his gratitude for the minister’s support, highlighting the strategic role of Ibrahim Sarhan, Chairman of e-Finance and e-Tax, whose leadership has been pivotal to the company’s progress.

He said the minister’s visit represents “a powerful push toward a new phase of growth,” with e-Tax expanding its services and developing a more efficient digital infrastructure, reinforcing its position as a core partner in modernizing Egypt’s tax-technology ecosystem.
