Egypt’s Minister of Social Solidarity, Dr. Maya Morsy, chaired a high-level meeting of the Permanent Committee for Supervising the Social Entrepreneurship System at the ministry’s headquarters in the New Administrative Capital. The session brought together key officials, including Deputy Minister Eng. Margaret Sarofim, Permanent Undersecretary Ayman Abdel Mawgoud, committee members, and senior supervisors overseeing the national social entrepreneurs program.
Review of Progress and Operational Challenges
The meeting focused on reviewing the implementation status of the decisions and recommendations from the previous session. A detailed progress report was presented, covering:
- Updates on the execution of the national action plan
- Field performance reports
- Key operational challenges facing supervisory teams
Discussions culminated in joint recommendations to strengthen field mechanisms, improve implementation processes, and address systemic obstacles.
Minister Commends Field Efforts and Community Impact
Dr. Morsy extended her appreciation to all committee members, supervisors, and field teams for their on-the-ground efforts to reinforce governance and accountability. She emphasized the vital role of this network in:

National Early Childhood Development
One of the main topics discussed was the contribution of social entrepreneurs to the National Survey of Early Childhood Centers (Nurseries) currently being conducted by the Ministry. The survey aims to:
- Build a comprehensive national database on nurseries.
- Streamline licensing procedures
- Improve quality standards of childcare services
Field data collection is being carried out by using modern digital tools (tablets), ensuring accurate and real-time reporting.
Capacity Building and Humanitarian Training
The committee also reviewed proposed plans for a comprehensive training program in partnership with the Egyptian Red Crescent, aimed at enhancing the field capabilities of the social enterprenures in:
- Emergency response
- Community engagement
- Humanitarian intervention
Additionally, discussions included finalizing updates to family needs assessment forms, to more effectively identify and respond to the requirements of low-income and vulnerable households.
Ongoing Evaluation and Governance Enhancement
The meeting concluded with a review of agenda items related to the system’s continued development. Dr. Morsy directed that all necessary actions be taken to ensure the sustainability and evolution framework, which plays a strategic role in localized social service delivery across Egypt.
