Chancellor Hafez Abbas, Chairman of the Administrative Prosecution Authority, issued a decision establishing and defining the mandate of the “Unit for Women’s Affairs, Human Rights and People with disabilities”, under the direction of the Authority’s Chairman, and keeping up with the Administrative Office’s vision for carrying out the goals of the National Human Rights Strategy 2021–2026 and the National Strategy for Women’s Empowerment 2030.
Among the many tasks performed by the unit are creating a database on women who work in the office, documenting data and information about them, and creating development indicators regarding the positions held by women in the Office.
The Administrative Prosecutor’s Office nominates and represents women to attend official events and functions organized by the authorities related to women’s affairs, human rights, and people with disabilities. These authorities receive complaints and communications regarding violations of human rights, as well as reports of irregularities in the abstention and slack implementation of the Permanent High Commission on Human Rights. Such actions could potentially disrupt all or part of the goals outlined in the National Human Rights Strategy 2026/2021.
The terms of reference of the Administrative Prosecutor’s Office also include complaints of violence and discrimination against women in all its forms, which are under its purview. This would interfere with the National Strategy for the Empowerment of Egyptian Women’s goals, as well as the receiving of complaints from individuals with disabilities against those employed by the office regarding the denial of legally guaranteed rights and collaborating with the Permanent High Commission on Human Rights’ Technical Secretariat to notify the unit of any irregularities committed by those employed by the office.
In collaboration with the Administrative Prosecutor’s Office Judicial Training Center and other pertinent bodies, it also includes planning conferences and symposiums for prosecutors and administrative staff to increase awareness of the role and authority of the office in promoting and defending human rights,rights of women and people with disabilities.
According to Advisor Mohammed Samir, spokesman for the Administrative Prosecution Service, the Unit also looks into matters that the Chairman of the Commission has referred to, as well as complaints and communications about their jurisdiction that have been sent to them by the Complaints System Unit Information and Monitoring Center. Reports from supervisory authorities related to human rights, such as the Permanent Supreme Committee for Human Rights, the National Council for Human Rights, or the National Council of Women, may also be addressed by the Unit for investigation and disposition.
