President Abdel Fattah El-Sisi has emphasized the critical role of artificial intelligence (AI) in shaping Egypt’s future and its alignment with global development efforts. In a speech marking the launch of Egypt’s second AI strategy for 2025-2030, the president reiterated that AI has become a central pillar of global development, offering unprecedented opportunities for progress and sustainable growth.

“We live in an era where artificial intelligence is a key component of global development efforts,” President El-Sisi stated. “Its impact is evident across all aspects of life, presenting us with unparalleled opportunities for advancement. As the pace of AI development accelerates, we must harness all its potential to help build a bright future for our country.”

This new edition of the AI strategy builds upon the foundations laid with the first strategy launched in May 2021. Since then, Egypt has made strides in integrating AI into educational systems, enhancing professional development, and establishing international partnerships.

The president emphasized Egypt’s ambition to become a leader in AI in the Middle East and Africa and to strengthen its role as a major player on the global stage. “Our goal is to develop AI to improve the quality of life for all Egyptians, ensuring that our people can leverage this cutting-edge technology to benefit society and meet our collective aspirations,” he added.

President El-Sisi also underscored the government’s commitment to developing a skilled workforce in AI. “We will continue to invest in building the skills and capacities necessary to create a highly qualified workforce of AI professionals, adhering to the highest global standards.”

Key Areas of Focus in the AI Strategy

The second edition of the AI strategy focuses on six primary areas: governance, technology, data, infrastructure, ecosystem, and skills development. These pillars aim to ensure ethical and responsible AI use, enhance the efficiency of key sectors like healthcare, education, and agriculture, and foster innovation and entrepreneurship.

The governance framework will ensure developing AI applications ethically and in line with human values. The technology focus is on creating AI models and algorithms that can improve quality of life and optimize various sectors. Data management will guarantee access to high-quality, secure data necessary for AI development. The strategy also prioritizes the creation of a robust AI infrastructure, including high-speed connectivity, data centers, and cloud services. Additionally, the ecosystem component aims to support local startups and drive innovation, while the skills development initiative focuses on expanding AI competencies within Egypt.

AI’s Transformative Impact

President El-Sisi expressed his hope that AI will bring about transformative change in key sectors, significantly improving the quality of life for Egyptians. “We are committed to building national frameworks for data governance, ensuring that data can be securely and effectively utilized to support innovation, and opening opportunities for emerging companies and attracting investments to build a robust AI ecosystem,” he said.

Furthermore, the president highlighted the importance of developing AI applications responsibly, in line with international ethical standards, ensuring they are used for the greater good, protecting individuals’ rights, and advancing sustainable development goals.

The second AI strategy aims to create a solid roadmap for innovation and prosperity in Egypt. “Let us continue, with the determination of the Egyptian people, to build a nation that lives up to the ambitions of its people and secures Egypt’s rightful place on the global stage,” President El-Sisi concluded.

Dr. Amr Talaat, Minister of Communications and Information Technology, who leads the National AI Council, also highlighted the strategy’s alignment with global advancements in generative AI. He emphasized the efforts of the council, which includes key state stakeholders, in applying AI technologies across various sectors to serve Egypt’s economy and society.

The second edition of Egypt’s AI strategy reaffirms the country’s commitment to becoming a leader in AI technology, promoting innovation, and improving the lives of its citizens. Through continued investment in infrastructure, data management, skill development, and ethical governance, Egypt aims to unlock the full potential of AI for the benefit of its people and its position in the global arena.
