National Council for Women Chief Amal Ammar Convenes With Beheira Governor to Oversee Local Programs Empowering Rural Women

Mona Yousef

In a show of institutional support for rural women’s empowerment, President of Egypt’s National Council for Women (NCW), Amal Ammar,  paid an official visit to Beheira Governorate today, where she was warmly received by Governor Dr. Jacqueline Azar in Zawyet Saqr Village in the Abou El Matamir district.

The visit was part of a broader agenda to assess the progress of women’s development programs on the ground and strengthen collaboration between national and local authorities in achieving gender-inclusive sustainable development.

Accompanying Justice Ammar were Dr. Nesrin El Baghdady, Vice President of the NCW; Eng. Zakria Rashad, Beheira’s NCW branch coordinator; Chantal Rami, General Director of Business Development at the National Bank of Egypt; and Dr. Rasha Fawzy, Assistant Governor for Health Affairs and Public Initiatives—alongside members of the Council’s general secretariat.

 Shared Commitment to Women’s Empowerment

Expressing her appreciation, Ammar commended Azar for her steadfast commitment to women’s rights and her effective partnership with the NCW’s local branch.

“I am delighted to be here in Beheira, a governorate where women are not only recognized but empowered to take part in shaping their communities,” said Ammar. “Our visit underscores the Council’s deep belief in community-based action and our confidence in Beheira’s potential as a model for inclusive development.”

Azar welcomed the delegation, highlighting Beheira’s strategic focus on rural women’s empowerment and integration into the governorate’s broader development agenda.

“Supporting rural women—especially in villages targeted by the ‘Decent Life’ initiative—is not a side objective, but a core component of our development strategy,” Azar stated.

Field Visits and Community Engagement

The agenda included a field tour of local projects, with a key stop at the “Bahraweyya Workshop”, a rural women’s vocational enterprise in Zawyet Saqr, designed to provide training and sustainable income opportunities for local women.

The delegation also held a strategic meeting at the governorate’s main hall, joined by provincial leadership, service directorates, and civil society partners to review the implementation of the NCW’s flagship initiative:
“Together… With Awareness, We Protect Her.”

The initiative aims to raise awareness among Egyptian women and families on vital topics such as citizenship, health, education, environmental issues, and gender-based violence, particularly in underserved communities.

Justice Ammar stressed that building a resilient and informed female citizenry is foundational to Egypt’s national progress, and called for greater alignment between governmental efforts and grassroots organizations to create lasting impact.

A National Effort with Local Heart

Today’s visit reflects the NCW’s continued emphasis on localization of gender equality efforts—working not only through policy frameworks but through direct engagement with rural women, field workers, and local stakeholders.
