Misr El Kheir, Save the Children, and CARE Egypt Sign Cooperation Protocol to Boost Civil Society Development

Empowering Egypt’s civil society sector, Misr El Kheir Foundation, Save the Children, and CARE Egypt Foundation signed a cooperation protocol today aimed at activating a unified social vision for the development and advancement of non-governmental organizations (NGOs) across the country.

The agreement was formalized Today by Dr. Mohamed Refaei, CEO of Misr El Kheir; Matteo Caprotti, Country Director of Save the Children Egypt; and Viviane Thabet, Director of CARE Egypt. The signing ceremony was attended by Amb. Nabila Makram, Head of the Technical Secretariat of the National Alliance for Civil Development Work, along with representatives from various civil society organizations.

NGO Transformation in Egypt

The protocol, initiated and drafted by Misr El Kheir with input from leading experts in the civil sector, outlines a strategic roadmap to strengthen the role of community organizations in sustainable development and climate action. It emphasizes aligning NGO efforts with Egypt’s national priorities and the United Nations Sustainable Development Goals (SDGs).

“This protocol is more than a document—it’s a commitment to systemic change,” said Dr. Refaei. “We are working to ensure that NGOs in Egypt are not only service providers but key partners in shaping the country’s development agenda.”


Key Objectives of the Cooperation Protocol

  • Assess and analyze the current landscape of NGO activity in Egypt
  • Identify areas for performance improvement and capacity building
  • Promote climate resilience and sustainable community development
  • Establish mechanisms for collaborative action and knowledge sharing between organizations
  • Support national efforts aligned with Egypt Vision 2030 and global development frameworks

Matteo Caprotti of Save the Children noted that the initiative “creates a shared space for innovation and impact,” adding that “children and vulnerable communities stand to gain the most when NGOs work together with purpose.”

Government and NGO Partnership in Focus

Ambassador Nabila Makram praised the initiative, calling it a “model for cooperation” between government bodies and civil society. “This protocol reflects the spirit of the National Alliance for Civil Development Work,” she said.

The cooperation reflects a broader national effort to restructure and revitalize Egypt’s civil society sector, ensuring that it contributes effectively to pressing challenges, from education and healthcare to climate change and economic empowerment.

This landmark protocol represents a blueprint for integrating civil society efforts into national and global development goals.
