Local Development Min. Highlights Efforts to Improve Local Services Through Digital Transformation

Egypt’s Minister of Local Development, Dr. Manal Awad, recently presented a report on the government’s ongoing efforts to enhance local services through digital transformation. The Ministry’s initiatives focus on expanding and upgrading technological centers in localities as part of a broader digitalization plan backed by President Abdel Fattah El-Sisi.

The project, a key priority for Egypt’s economic and social development, aims to streamline local government services, ensuring they are more accessible, faster, and transparent. According to Dr. Awad, the digital transformation initiative has seen significant progress, with the establishment of 312 technology centers across 27 governorates, out of a target of 316. Additionally, 24 centers within the governorate headquarters have been upgraded, bringing modernized services directly to citizens.

Dr. Awad further explained that the project includes mobile technological centers, with 37 vehicles already deployed to provide services in areas where traditional centers are less accessible. These mobile units, equipped with advanced technology and supported by a secure network, enable local government services to be delivered efficiently at the doorstep of citizens. Moreover, over 412 tablets have been distributed for collecting dues from citizens, promoting timely payments and enhancing state revenue.

The initiative has already proven successful, processing over 16 million requests through these modernized centers from 2016 to 2023. Notably, 70% of requests were completed within the stipulated timeframe. In 2024 alone, more than 6 million requests were received, reflecting the growing demand for these services.

Dr. Awad emphasized that these centers offer 140 services, all of which can now be accessed without citizens needing to visit local offices. This further improves convenience for users and reduces administrative bottlenecks.

In her remarks, the Minister urged local governors to monitor the performance of technological centers closely, ensuring services are delivered effectively and encouraging continuous improvement. The Ministry has also set up follow-up committees across governorates to assess the quality of services provided, support sustainability, and offer the necessary training and resources for the staff involved.

The ongoing development of these technological centers exemplifies Egypt’s commitment to advancing local governance and improving the quality of services available to citizens.
