ETA Rolls Out Free Activation Codes for Payroll Tax System Registration

The Egyptian Tax Authority (ETA) has announced the availability of free activation codes for businesses, non-profits, and individual establishments to register under the unified payroll tax system, part of Phase 8 of its nationwide digital tax reforms. This phase, launched on December 15, 2023, is designed to include all entities with payroll obligations, including companies, non-governmental organizations (NGOs), and charitable associations.

Rasha Abdel Aal, Head of the Egyptian Tax Authority, confirmed that taxpayers not affiliated with integrated tax offices can visit their respective local tax offices, submitting the necessary documents, to obtain their activation codes for registration. The move is part of Egypt’s broader strategy to modernize its tax system, with a strong emphasis on digitization and automation.

Abdel Aal highlighted that the expansion of the payroll tax system is essential for streamlining tax compliance, simplifying the submission of payroll data, and providing both businesses and government employees with clearer and more efficient access to payroll and tax details. The new system aligns with Egypt’s ongoing efforts to enhance transparency and reduce the administrative burden on taxpayers.

“Taxpayers must register their data to ensure they can submit annual payroll reconciliation forms seamlessly,” said Abdel Aal, stressing that tax obligations can still be settled through the same mechanisms as before, even after joining the unified system.

In addition to easing compliance, the unified payroll tax system aims to improve accuracy in reporting employee and worker data, which is mandatory for all entities within the payroll tax scope. The ETA has also launched a series of instructional materials, including a user guide, frequently asked questions, and video workshops available on its “Your Guide to Dealing with the Unified Standards System for Payroll Tax Calculation” platform.

As Egypt continues to digitize its tax infrastructure, the unified system represents a significant step forward in the country’s ambition to modernize its economic and financial systems, reduce bureaucratic inefficiencies, and ensure broader compliance across the private and public sectors.
