In a robust step toward modernizing Egypt’s tax system, Rasha Abdel Aal, Head of the Egyptian Tax Authority (ETA), announced Tuesday the release of the second edition of the Taxpayer Services Guide. The launch supports the Ministry of Finance’s broader strategy to accelerate the digitalisation of tax procedures and services under the directive of Finance Minister Ahmed Kouchouk.
Available now on the ETA’s official website, the updated guide provides a comprehensive roadmap for taxpayers navigating Egypt’s evolving tax infrastructure. It offers detailed descriptions of each service, required documentation, application channels, step-by-step procedures, estimated processing times, and pertinent legal terms and conditions.
A More Transparent and User-Centric Tax System
“This guide is a cornerstone of our vision for a transparent, efficient, and citizen-focused tax administration,” said Abdel Aal. “By simplifying access to information and streamlining processes, we are supporting both taxpayers and the national digital transformation agenda.”
The second edition includes 18 comprehensive service packages that cover the full spectrum of taxpayer needs. Among the areas addressed are:
- Taxpayer Registration and Return Filing
- Electronic Invoicing and E-Receipt Systems
- Tax Refunds and Exemptions
- International Tax Agreements
- Payment Processing and Account Services
- Seizure, Collection, and Enforcement Procedures
- Customer Service and Taxpayer Support
Additionally, the guide delves into more complex areas such as tax research, dispute resolution, appeal mechanisms, audit processes, and legal reconciliation related to tax offenses. It also highlights new incentives available under Laws 5, 6, and 7 of 2025, aimed at promoting investment and compliance.
Supporting Digital and Economic Reform
The initiative reflects Egypt’s ongoing commitment to comprehensive economic reform, fiscal transparency, and improved public service delivery through digital innovation.
“The transformation of tax administration is not just a bureaucratic shift—it’s a critical enabler of economic growth and investor confidence,” said Abdel Aal. “By making information more accessible and reducing friction in tax procedures, we are building a more responsive and accountable system.”
Community and Investor Engagement
The guide also introduces updates on community engagement efforts and real estate transaction services—areas of growing importance as Egypt expands urban development and seeks stronger public-private collaboration.
Taxpayers, businesses, and international partners are encouraged to download the guide from the official Egyptian Tax Authority website and familiarize themselves with the updates.
The rollout of the second edition underscores Egypt’s continued drive to align its fiscal systems with global standards and foster a more inclusive, digitally enabled economy.
