EHA, UHIA Boost Coordination to Strengthen Universal Health Insurance System Readiness

Mona Yousef

Egypt’s Healthcare Authority and Universal Health Insurance Authority  have stepped up institutional coordination as part of broader efforts to enhance service quality and ensure the health system’s readiness ahead of the next phase of the Universal Health Insurance System.

In a joint statement, the Comprehensive Health Insurance Authority said the two entities held an expanded executive-level coordination meeting at the authority’s headquarters in Egypt’s New Administrative Capital, bringing together senior leadership from both sides to address current challenges and align priorities for the coming period.

The meeting reflects a shared commitment to strengthening cooperation between the two pillars of Egypt’s healthcare reform, particularly as the country prepares for the second phase of the comprehensive health insurance rollout. Discussions focused on improving operational mechanisms, accelerating response times, and ensuring sustainable, high-quality healthcare services for beneficiaries nationwide.

Beneficiary-Centered Approach

Mai Farid, Executive Director of the General Authority for Comprehensive Health Insurance, stressed that beneficiaries remain at the heart of the system’s priorities. She said continuous coordination with the General Authority for Healthcare is a cornerstone for developing services and ensuring swift responses to citizens’ needs.

“Regular coordination meetings are essential to ensure effective follow-up and implementation,” Farid said, noting that sustained communication between the two authorities is key to improving service delivery and maintaining system efficiency.

Institutional Integration and Service Quality

For his part, Dr. Amir El-Telwani, Executive Director of the General Authority for Healthcare, said that institutional integration between the two authorities reflects a shared commitment to delivering more efficient, higher-quality healthcare services.

He added that the next phase will witness enhanced cooperation mechanisms aimed at improving the patient experience within healthcare facilities and raising overall operational performance.

Both sides emphasized the importance of continuing regular coordination meetings as a core component of their work agenda, underscoring their role in unifying efforts, reinforcing institutional integration, and supporting the long-term sustainability of Egypt’s universal health insurance system.

Broad Leadership Participation

The meeting brought together heads of central administrations responsible for branches, digital transformation, financial affairs, beneficiary services, healthcare providers, claims management, primary and secondary care, health economics, and institutional support services.

Officials said the breadth of participation reflects the cross-cutting nature of the reforms and the need for close alignment across technical, financial, and operational functions to achieve the system’s objectives.

Quality Healthcare For All

The enhanced coordination comes as Egypt continues to expand its Universal Health Insurance System, a flagship national project aimed at providing equitable, sustainable, and high-quality healthcare services to all citizens. By reinforcing collaboration between financing and service-provision entities, officials say the system will be better positioned to meet growing demand, improve efficiency, and deliver care that meets citizens’ expectations.
