Egypt’s Social Solidarity Minister Welcomes Slovenian Parliamentary Speaker to Discuss Women’s Empowerment and Social Protection

In a landmark  global collaboration on gender equality and social protection, Egypt’s Minister of Social Solidarity, H.E. Dr. Maya Morsy, welcomed Ms. Urška Klakočar, President of the Slovenian National Assembly, during her official visit to Cairo. The high-level meeting underscored both countries’ mutual commitment to advancing women’s rights, supporting persons of determination, and expanding inclusive social safety nets.

The meeting was attended by senior officials including Dina El-Sirfy, Assistant Minister for International Cooperation, Legal Advisor Counselor Karim Qallawy, and Amira Taj El-Din, Director of International Agreements.

Spotlight on Women’s Empowerment in Egypt

Dr. Morsy opened the session by highlighting Egypt’s progress in empowering women, noting the unprecedented momentum driven by strong political support since President Abdel Fattah El-Sisi assumed office. She emphasized that Egyptian women now occupy leadership roles across all branches of government—including governors, deputy governors, judges, and parliamentarians—reflecting a historic shift following decades of advocacy.

She added that these achievements are rooted in a national commitment to equality, as enshrined in Egypt’s constitutional and institutional reforms.

Social Protection and Disability Inclusion Initiatives

The minister presented key initiatives under the Ministry’s portfolio, most notably the Takaful and Karama conditional cash transfer program, which has reached over 7.7 million families. The program’s success in lifting 3 million families out of poverty reflects its integration of education and health requirements into social support mechanisms.

Dr. Morsy also addressed the ministry’s strategic approach to disability inclusion, including the launch of the Integrated Services Card for persons with disabilities, which grants access to critical education, employment, and healthcare benefits. She emphasized the importance of inclusive education and family support mechanisms in creating equitable opportunities.

Additional highlights included the ministry’s efforts in elder care, early childhood development, and the expansion of nurseries—policies designed to empower women to join the workforce.

Slovenia’s Support and Experience Sharing

In response, Ms. Urška Klakočar praised Egypt’s efforts in combating poverty and promoting gender equity, noting the inspiring progress made in empowering women and expanding social protection systems. She shared Slovenia’s model for disability support, which includes home care, financial aid, counseling for families, and technological assistance—efforts aimed at maximizing the integration of persons with disabilities into society.

Ms. Klakočar also expressed interest in collaboration and knowledge exchange between Egypt and Slovenia in these areas.

Cyber Violence and Reproductive Rights in Focus

The dialogue also tackled the growing threat of cyber violence against women, with both leaders underscoring the need for proactive strategies to ensure social media is a space for empowerment, not exploitation.

Additionally, the Slovenian delegation presented their progressive approach to reproductive rights and health services, highlighting a national commitment to ensuring freedom of personal decision-making in reproductive health matters.

Towards a Stronger Bilateral Partnership

The meeting concluded with a shared commitment to expanding bilateral cooperation in gender equality, disability rights, social services, and inclusive policy-making. Both sides acknowledged the importance of multilateral solidarity and sustained political will in advancing human rights and sustainable development.
