Egypt’s NCW and YLF Forge Strategic Alliance to Empower Youth and Girls

Egypt’s National Council for Women (NCW) Chairperson, Amal Ammar, convened with a delegation from the Young Leaders Foundation (YLF), headed by Member of Parliament Ahmed Fathy, at the NCW’s headquarters in Cairo.

The high-level dialogue aimed to lay the groundwork for a comprehensive partnership focused on empowering Egypt’s next generation—particularly young girls and female students—through education, leadership training, and nationwide engagement initiatives.

Gender-Inclusive Empowerment

Justice Ammar emphasized the Council’s deep commitment to empowering youth and advancing gender equality across all sectors. She reiterated that the NCW is prioritizing partnerships that enable outreach to adolescents, with a strong emphasis on ensuring safe, inclusive environments for girls in both academic and athletic spaces.

“The Council is fully invested in fostering balanced development among young people, equipping both girls and boys with the tools to lead responsibly. We are committed to ensuring that girls are protected in every sphere—particularly in sports—and that both they and their coaches receive critical awareness training,” Ammar stated.

The President of the NCW underscored the need for ongoing coordination with YLF to integrate Council-led initiatives into community-level programs throughout Egypt’s governorates, in line with Egypt’s 2030 national development agenda.

 Blueprint for Future Leadership

MP Ahmed Fathy, also Chair of the Board of Trustees at YLF, introduced the upcoming “Leaders of Republic Schools” initiative—an ambitious, nationwide program designed to strengthen student union leadership in Egyptian schools.

The initiative will engage over 50,000 students in more than 150 schools across 10 governorates in its first phase, providing them with targeted leadership, civic engagement, and capacity-building training.

“This initiative is about preparing a new generation of student leaders equipped to shape Egypt’s future. A central priority is ensuring that young women are equally represented in leadership structures within school unions, in line with the national ‘Dawwie Initiative’ under the patronage of First Lady Entissar El-Sisi,” said Fathy.

The program will align with the Ministerial Committee for Human Development, and is supported by the Ministry of Education, Ministry of Social Solidarity, UNICEF, and the European Union.


Meeting Participants and Strategic Stakeholders

The meeting was also attended by Dina Hussein, Deputy Rapporteur of the NCW Youth Committee, alongside Osama Hesham, Strategic Advisor to the YLF Board of Trustees, and Maha Fathy, the foundation’s Director of Operations.

Both institutions affirmed their commitment to institutional cooperation, with a shared vision to strengthen civic values, elevate youth leadership, and safeguard the rights and aspirations of girls across Egypt.


Program Partners and Framework

The “Leaders of Republic Schools” initiative is being jointly implemented by Young Leaders Foundation (YLF), National Council for Women (NCW), Ministry of Education, Ministry of Social Solidarity, UNICEF, and European Union.

It operates under the umbrella of the Ministerial Group for Human Development, ensuring alignment with Egypt’s broader human capital development strategies.
