Egypt’s Ministry of Planning Unveils “ Citizen’s Investment Plan” for Alexandria Governorate in FY 2024/2025

63.5 Billion EGP in Public Investments to Drive Implementation of 548 Development Projects in Alexandria

Egypt’s Ministry of Planning has released its latest report, shedding light on the “Citizen’s Investment Plan” for Alexandria Governorate in the fiscal year 2024/2025.  Aligning with the ambitious Egypt Vision 2030, the goal is to ensure citizens are fully aware of how the government is investing in their communities and to foster active participation in shaping their future.

The Citizen’s Investment Plan  provides detailed insights into how public investments are distributed across sectors, the developmental goals for each region, and the key projects currently underway. These plans ensure citizens are informed about how the government is addressing their needs and provide an opportunity for them to participate in the ongoing process of development.

Planning Minister, Dr. Rania Al-Mashat,  underscored the importance of these plans for enhancing public awareness and enabling citizens to track the progress of development initiatives in their areas. “These plans are about giving citizens access to critical information, empowering them to actively engage with and monitor the execution of projects that affect their daily lives,” she explained.

Major Investments and Projects in Alexandria for FY 2024/2025

For Alexandria, the government has committed a significant 63.5 billion EGP in public investments for the fiscal year 2024/2025. A total of 548 development projects are set to take place across the governorate, reflecting the state’s strategic priorities. The allocation of these funds is spread across various sectors, each playing a pivotal role in boosting the region’s growth and improving the quality of life for residents.

One of the key sectors benefiting from this investment is transportation, which is set to receive the lion’s share with an impressive 42.5 billion EGP—accounting for 67% of the total investments. These funds will support major infrastructure projects aimed at enhancing Alexandria’s connectivity, easing traffic congestion, and improving public transportation systems. This focus on transportation is seen as essential for boosting economic activity and facilitating smoother mobility for residents and businesses alike.

Following transportation, the housing sector will receive EGP 7.4 billion (11.5% of the total), signaling a strong commitment to addressing Alexandria’s housing challenges. These investments are expected to support the construction of affordable housing units and the improvement of existing residential areas, meeting the growing demand for safe and accessible homes.

The higher education sector is also a priority, with EGP 4.2 billion (7%) allocated to the development of universities and research centers. This investment aims to foster academic excellence, create more educational opportunities for young people, and support Alexandria’s role as an educational hub in Egypt.

Moreover, the local development sector is set to receive 2.5 billion EGP (4%) to further enhance local governance, improve community services, and strengthen infrastructure at the municipal level. This funding will support the implementation of projects that directly benefit Alexandria’s residents, from local service improvements to more efficient urban management.

The education sector (pre-university education) is also being bolstered with 527 million EGP (1%), aimed at building and upgrading schools to provide better learning environments for students. Similarly, the healthcare sector is receiving 429 million EGP (1%), which will fund improvements in medical facilities and services for Alexandria’s growing population. In addition, other sectors, including utilities, social services, and energy, will benefit from EGP 8.4 billion (12.5%), ensuring that Alexandria remains well-equipped to meet its future needs.

Focus on the “Decent Life” Initiative in Alexandria

“Hayah Karima” (Decent Life) initiative is making a significant impact in Alexandria as part of its first phase. This initiative is focused on improving living standards in underserved areas, and in Alexandria, it targets 9 rural villages, with a total of 111,000 beneficiaries, nearly half of whom are women.

The initiative has already delivered several impactful projects aimed at improving basic services and infrastructure. For instance, 5 ambulance points and 5 health units have been established, providing essential healthcare services to rural communities. Additionally, 2 social service units and an agricultural service complex have been set up to support local farmers and improve access to social services.

In terms of education, the initiative has contributed to the creation of 183 new classrooms and 17 new schools, ensuring that children in rural areas have access to quality education. Alexandria’s rural residents will also benefit from significant upgrades to water and sanitation infrastructure, with the construction of 2 drinking water stations, 9 wastewater projects, and 2 wastewater treatment plants—all crucial for improving public health and hygiene.

The initiative has also focused on improving connectivity in rural areas. The installation of 12 mobile network towers and the rollout of fiber-optic internet are part of efforts to bring digital services to underserved communities. Additionally, 9 electricity projects and the expansion of the natural gas network will provide more reliable energy sources for these areas.

The Ministry has made the Citizen’s Investment Plans accessible to all Egyptians through its official website and the “Sharek 2030” mobile application. By doing so, the Ministry ensures that every Egyptian has the opportunity to engage with the nation’s development efforts.
