As Egypt accelerates its national development agenda, the Ministry of Finance has signed a comprehensive cooperation protocol with the Arab Academy for Administrative, Financial and Banking Sciences (AAMBFS)—a key step toward institutional capacity building and public sector reform. At the heart of this agreement is Dr. Rasha Ragheb, Senior Vice President of AAMBFS, whose leadership continues to align executive education with Egypt’s Vision 2030.
The signing ceremony brought together Finance Minister Ahmed Kouchouk, AAMBFS President Dr. Mostafa Hadeeb, and Dr. Ragheb, who has been instrumental in structuring the collaboration to deliver tangible, long-term value for public service professionals and their families.
Bridging Policy and Education
More than a ceremonial presence, Dr. Ragheb’s strategic direction shaped key pillars of the agreement, including customized academic pathways, leadership development initiatives, and inclusive access for families of Ministry employees.
Her vision reflects a broader ambition: to ensure that academic institutions are not just external partners, but active players in national capacity-building frameworks. Under her stewardship, the Academy has expanded its footprint as a regional leader in applied education for government, finance, and business sectors.
Strategic Human Capital Investment
The protocol—signed by Ahmed Abdel Razek, Permanent Undersecretary of the Ministry of Finance, and Dr. Amr El-Nahhas, Vice President of AAMBFS for Business Development and Training—offers partial scholarships for Ministry employees and their families to pursue postgraduate degrees. It also includes collaborative programs in knowledge transfer, research, and policy-oriented training. In this regard, Finance Minister, Ahmed Kouchouk, underscored that the initiative is a critical step toward sustainable development.
The cooperation directly supports Egypt Vision 2030, which places human development and institutional modernization at the center of economic growth.
