Egypt’s Minister of Planning, Dr. Rania Al-Mashat, held high-level talks with Dr. Maya Morsy, Minister of Social Solidarity, to review the Ministry of Social Solidarity’s investment plan for fiscal year 2025/2026 and discuss progress on launching Egypt’s Narrative for Economic Development: Reforms for Growth, Jobs & Resilience.
The initiative, which aligns with Egypt’s Vision 2030 and the Government Action Program, represents a comprehensive policy framework linking national strategies to sustainable growth, social empowerment, and economic resilience.
Social Protection as a National Priority
Dr. Al-Mashat underscored the government’s commitment to expanding social protection programs for vulnerable groups, describing them as key to strengthening human capital. “These programs empower citizens economically and socially, enhance productivity, stimulate labor market participation, and ensure sustainable development that benefits all Egyptians,” she stated.
The Ministry of Social Solidarity’s approved investments for FY 2025/2026 total EGP 768.5 million, up from EGP 455 million in FY 2024/2025—marking a 75.5% growth rate. Priorities include:
- Finalizing projects nearing completion.
- Continuing projects with over 70% implementation.
- Financing new presidentially directed projects.
- Advancing urgent initiatives, including Phase II of the Decent Life program.
- Aligning with the State Ownership Policy Document.
Both ministers highlighted the importance of closing financing gaps, ensuring inter-ministerial coordination, and integrating strategies across the economic, social, and environmental pillars of sustainable development.
Medium-Term Budgeting Framework
Looking ahead, Dr. Al-Mashat announced preparations for a new Economic and Social Development Plan, framed within a Medium-Term Budget (2026/2027–2029/2030). This approach unifies the planning horizon, linking short-term budget allocations to long-term economic strategy.
She also highlighted the role of the ‘Adaa’ system, a digital performance management tool, in improving efficiency and monitoring investment outcomes based on measurable indicators.
Dr. Al-Mashat confirmed that the National Economic Narrative has been opened for public consultation over the next two months. Inputs from the World Conference on Population, Health, and Human Development will be incorporated, alongside the Ministry of Social Solidarity’s strategies, reflecting the state’s emphasis on investing in human capital.
Social Empowerment and Legal Reforms
For her part, Dr. Maya Morsy praised the Ministry of Planning’s leadership in shaping the National Narrative, stressing that the shift from traditional social protection to sustainable, inclusive empowerment models marks a turning point in Egypt’s social policy.
Key measures include:
Establishing a new strategic financial framework for economic empowerment.
Supporting families under the Takaful and Karama program by integrating them into productive economic activities.
Expanding access to financial services (credit, savings, insurance, digital investment) and non-financial services (training, employment opportunities).
Transforming the Rural and Environmental Industries Support Fund into a national platform linking financing, production, and marketing.
Dr. Morsy also pointed to the enactment of Social Security Law No. 12 of 2025, which institutionalizes social support, establishes the Takaful and Karama Fund, and elevates social protection to a legal entitlement, ensuring long-term stability and flexibility.
Women and Digital Transformation at the Core
Highlighting the central role of Egyptian women, Dr. Morsy emphasized that women remain the cornerstone of family and society. The ministry provides tailored programs for women, including cash assistance, healthcare, education, caregiving, and counseling.
She also outlined efforts to support irregular workers from vulnerable families and stressed that digital transformation has been a key enabler. A new integrated data system now consolidates information on vulnerable families nationwide, ensuring more inclusive and coordinated service delivery.
Egypt’s Action Program
The ministers concluded that regular monitoring and evaluation remain essential to align Egypt’s social and economic programs with the Government of Egypt’s Action Program. Both ministries reaffirmed their partnership in building a resilient social safety net, expanding opportunities for low-income families, and driving forward Egypt’s transition to inclusive and sustainable development.
