Egypt’s Local Governments Honored at Egypt Government Excellence Awards, Minister Says Results Reflect Improved Public Services

Egypt’s Minister of Local Development, Dr. Manal Awad, congratulated governorates and local administration staff who won top honors at the Fourth Edition of the Egypt Government Excellence Award, describing the results as clear evidence of progress in public-sector performance and service delivery nationwide.

In an official statement issued by the Ministry of Local Development, Dr. Awad—who is also Acting Minister of Environment—said the awards highlight the tangible development of local governance systems and the rising quality of services provided to citizens across Egypt’s governorates.

The awards were announced during a high-level ceremony organized by the Ministry of Planning and Economic Development under the patronage of President Abdel Fattah El-Sisi. The event was attended by Prime Minister Mostafa Madbouly, several cabinet ministers and governors, the UAE Ambassador to Cairo, a number of foreign ambassadors, heads of media institutions, presidents of Egyptian universities, and senior Emirati officials.

Recognition of Institutional Progress

Dr. Awad praised the winning governorates for achieving “distinguished results that reflect the modernization of local administration systems and improved institutional performance.” She emphasized that the achievements are the outcome of sustained efforts by executive leaders and employees at the local level, in line with presidential directives to apply quality standards, good governance principles, and institutional excellence.

“These awards are the fruit of continuous work to raise efficiency, improve service delivery, and embed a culture of excellence across all levels of local government,” she said.

Commitment to Sustaining Excellence

The Minister reaffirmed the Ministry of Local Development’s commitment to providing technical, institutional, and training support to governorates to help them sustain excellence and compete successfully in future rounds of the awards.

She noted that the Egypt Government Excellence Award has become a key mechanism for spreading a culture of competitiveness and innovation within the public sector, serving as a catalyst for administrative reform and a source of inspiration for local government employees nationwide.

Winning Governorates and Local Entities

Several governorates and local entities secured awards across multiple institutional excellence categories:

  • Distinguished Government Institution – Cities and Centers
    • Third place: Benha City Local Unit, Qalyubia Governorate
    • Second place: Damietta City Local Unit, Damietta Governorate
    • First place: Sharm El-Sheikh City Local Unit, South Sinai Governorate
  • Distinguished Government Institution – Districts
    • Third place: Second District of Tanta, Gharbia Governorate
    • Second place: Agami District, Alexandria
    • First place: Montaza First District, Alexandria
  • Distinguished Government Institution – Villages
    • Third place: West Aswan Village Local Unit, Aswan Governorate
    • Second place: Fares Village Local Unit, Aswan Governorate
    • First place: Al-Shaara Village, Damietta Governorate
  • Technological Service Centers
    • Third place: Heliopolis District Technological Center, Cairo
    • Second place: Northern Districts Technological Complex, Cairo
    • First place: Montaza First Technological Center, Alexandria

Individual Excellence Awards

In addition to institutional recognition, several local administration employees received individual excellence awards, including honors for Best Employee in Sharqia and Beni Suef governorates. Awards for Distinguished Leadership at the director-level were granted to representatives from Aswan and Menoufia, while Aswan Governorate won the award for Distinguished Senior Leadership.
