Egypt’s Local Development Minister Unveils July Progress Report on Population and Oversight Efforts Amid Signs of Socioeconomic Gains

Egypt’s Ministry of Local Development has reported significant progress in addressing Egypt’s population challenges and enhancing local governance oversight during July 2025. The updates were released in two detailed reports reviewed by Minister Dr. Manal Awad, aligning with the national strategy for population and development (2030) and ongoing directives to enforce accountability and improve service delivery.

Population and Development Initiatives

According to the Central Population Unit at the Ministry, more than 1,350 population-focused activities were implemented across 24 governorates, directly benefiting over 198,000 citizens. These initiatives focused on reproductive health awareness, combating child marriage, school dropout prevention, and women’s economic empowerment. The efforts were most concentrated in Upper Egypt, which accounted for 60% of total activities and reached 132,000 beneficiaries. The Delta region followed with over 400 activities and 55,000 beneficiaries.

Since the inception of the National Family Development Program, over 28 million citizens have benefited from healthcare and social services, while 2.3 million were reached through awareness programs. Economic empowerment projects targeted 475,000 individuals, and digital transformation efforts served 12,000 citizens. Additionally, capacity-building workshops in governorates such as Luxor and Beni Suef trained over 130 local officials, enhancing the effectiveness of population units at the local level.

The Ministry also highlighted ongoing efforts in youth training on financial inclusion and entrepreneurship, with 46,000 young people trained in 65 “Haya Karima” centers across 10 governorates in partnership with civil society organizations and financial institutions. Governorates like Beni Suef and Qena achieved over 100% implementation targets.

Importantly, the Ministry reported a decline in the national population growth rate to 1.3% in 2025, down from 2.1% in 2017—an indicator of policy effectiveness. Life expectancy rose to 74.1 years for females and 69.1 years for males.

Oversight and Inspection Efforts

In a separate report from the Ministry’s Inspection and Performance Evaluation Sector, the government conducted 110 inspection campaigns—both scheduled and unannounced—across 13 governorates, including Cairo, Giza, and Alexandria. These efforts aimed to uphold discipline, address administrative lapses, and enhance the delivery of local services.

Investigations included 17 citizen complaints, mostly related to land encroachments, building violations, and administrative misconduct. The outcomes led to 14 referrals: 7 to public prosecutors, 1 to administrative prosecution, and 6 to internal legal departments.

Field inspections also targeted enforcement of public space regulations, illegal commercial activities, and monitoring compliance with operational hours for businesses, especially in areas such as Heliopolis and downtown Cairo.

Minister Awad emphasized that these efforts are part of a broader, coordinated approach to combat corruption, ensure transparent governance, and maintain citizen trust in local institutions.
