As Egypt heads into the second phase of its 2025 House of Representatives elections, the Ministry of Local Development announced that all participating governorates have completed their preparations for the two-day voting period scheduled for Monday and Tuesday, November 24–25.
In an official statement, Dr. Manal Awad, Minister of Local Development and Acting Minister of Environment, confirmed that executive authorities across the 13 second-phase governorates have finalized all logistical and organizational measures designed to ensure smooth, orderly, and secure voting.
The second phase covers Cairo, Qalyubia, Daqahliya, Monufia, Gharbia, Kafr El-Sheikh, Sharqia, Damietta, Port Said, Ismailia, Suez, North Sinai, and South Sinai.
Field inspections and fully equipped polling centers
Awad said governors conducted ground inspections of schools designated as polling stations to verify readiness ahead of Monday’s opening. Preparations include:
- Ensuring adequate lighting, cleanliness, and ventilation
- Reviewing backup power sources
- Clearing street obstructions around polling centers
- Providing services for voters, especially seniors and persons with disabilities, such as wheelchairs, shaded waiting areas, and seating
- Equipping staff and facilities for a smooth voting process
The ministry has also activated on-the-ground operations rooms connected to its central command facility at the National Emergency and Public Safety Network headquarters in the New Administrative Capital. These rooms will coordinate with governorate control centers and the Cabinet’s central operations room to monitor developments and respond quickly to any issues.
“Our priority is to ensure comfort and accessibility for voters and to guarantee a safe, well-organized electoral environment,” Awad said.
NCW’s Monitoring Rooms
In parallel with government preparations, the National Council for Women (NCW) announced the activation of a central operations room at its headquarters and satellite operations rooms across all second-phase governorates.
The rooms will receive inquiries and complaints from women voters throughout the election period via the NCW hotline 15115, operating from 9 a.m. to 9 p.m. on both voting days.
Counselor Amal Ammar, President of the NCW, said the council is working in full coordination with the National Election Authority and relevant state bodies to remove any obstacles that might prevent women from participating.
She emphasized that encouraging women’s political engagement remains a central priority: “The council is committed to empowering women and supporting their effective contribution to national decision-making.”
Dr. Rasha Mahdi, NCW board member and head of the political participation committee, noted that the operations room will remain active until polls close, handling voter inquiries and coordinating responses to any challenges faced by women at polling stations.
Yasmin Zakaria, Director of Campaigns and Public Awareness at the NCW, added that the council’s field teams will submit reports throughout the voting process to track women’s turnout and address concerns in real time.
The council is deploying 2,000 accredited local observers nationwide as part of its broader effort to ensure transparent and inclusive elections.
A coordinated push toward voter accessibility and participation
With logistical readiness, nationwide control rooms, and civil-society monitoring in place, Egyptian authorities say they are aiming for a streamlined and widely accessible voting experience across all second-phase governorates.
The 2025 parliamentary elections are expected to be one of the largest national political events of the year, with state institutions emphasizing voter comfort, public safety, and broad political participation—particularly among women and vulnerable groups.
