Egypt’s Housing Minister Reviews ‘Housing for All Egyptians’ Progress and Alternative Units for Old Rent Law Beneficiaries

Egypt’s Minister of Housing, Utilities and Urban Communities, Eng. Randa El-Menshawy, held a high-level meeting to review the implementation status of the presidential “Housing for All Egyptians” initiative and monitor registrations for alternative housing units designated for citizens subject to the Old Rent Law.

The meeting was attended by Mai Abdel Hamid, Chief Executive Officer of the Social Housing and Mortgage Finance Fund, along with senior ministry officials.

788,000 Units Completed Under Social Housing Initiative

During the meeting, Abdel Hamid presented a comprehensive update on the initiative’s low-income housing units. According to the ministry, 788,000 housing units have been completed, while construction is ongoing for an additional 216,000 units. A further 36,000 units have been offered in recent phases.

The review also covered the Green Housing Initiative, implemented within low-income housing projects, with a total of 54,600 units under phases five and six. In addition, 28,000 middle-income housing units are currently under construction across several governorates and new cities.

El-Menshawy stressed the importance of intensified field inspections by ministry and authority officials to accelerate completion rates and ensure units are delivered to eligible beneficiaries at the highest quality standards, in line with approved specifications.

Mortgage Financing for Low-Income Citizens

Officials also reviewed mortgage financing figures for low-income beneficiaries. According to the ministry, approximately 670,000 citizens have benefited from EGP 95 billion in mortgage financing, in addition to EGP 10.4 billion in direct cash subsidies. The financing has been facilitated through 22 banks and eight mortgage finance companies.

For middle-income citizens, 13,300 beneficiaries have received EGP 4.7 billion in mortgage financing through 10 banks and four mortgage companies.

The meeting further examined key performance indicators and enforcement mechanisms related to violations within the social housing system, including judicial ضبطية processes aimed at regulating compliance.

Digital Registration for Alternative Housing Under Old Rent Law

The minister also reviewed the status of citizen registrations via Egypt’s Digital Platform as part of efforts to complete a comprehensive database of cases subject to the Old Rent Law.

Applications for alternative housing units will be accepted through April 12, 2026. El-Menshawy directed officials to intensify public awareness campaigns and provide technical support to ensure citizens accurately and properly complete their registration data.

The review comes as Egypt continues to expand affordable housing programs and modernize its housing finance system, while addressing long-standing legal and social challenges linked to the Old Rent Law framework.
