Egypt Sets August Dates for Senate Elections, With Expats to Vote Earlier

Egypt’s National Elections Authority (NEA) announced on Tuesday that elections for the country’s Senate will be held on August 4 and 5, with Egyptians abroad casting their votes on August 1 and 2.

The announcement was made during a press conference by Judge Hazem Badawy, head of the NEA, who also unveiled the full electoral timeline. Candidate registration will open from July 5 to July 10, with the official list of nominees and their symbols set to be published in state-run newspapers Akhbar Al-Youm and Al-Gomhouria on July 11.

Legal appeals against candidacies will be heard from July 14 to 16, and the final list of approved candidates will be confirmed by July 18, marking the formal start of campaigning. Candidates may withdraw until July 20, and a mandatory electoral silence period will begin on July 31. Final results are expected to be announced on August 12.


A Reinstituted Upper House with Broader Mandate

Egypt’s Senate was reinstated in 2019 following a national constitutional referendum. Under 2022 amendments to the electoral law, the upper chamber now includes 300 members: two-thirds elected directly and one-third appointed by the president. The law also mandates that at least 10 percent of seats be reserved for women.

Voters will select individual candidates across 27 constituencies, and party-based seats will be contested through a closed-list system in four electoral districts—two with 13 seats each and two larger ones with 37 seats each.

The elections come at a time of growing attention to institutional reforms and representation within Egypt’s bicameral legislature, as the country continues to balance governance reforms with economic and social policy demands.
