Egypt and EU Discuss Key Regional Issues and Approve Second Tranche of €4 Billion Financial Package

Dr. Badr Abdel-Aty, Egypt’s Minister of Foreign Affairs and Immigration, hosted Mrs. Josep Borrell, the High Representative of the European Union for Foreign Affairs and Security Policy, for political consultations on Sunday, March 23, 2025. The discussions focused on strengthening bilateral relations between Egypt and the European Union while addressing pressing regional and international developments of mutual concern.

According to a statement released by Egypt’s Ministry of Foreign Affairs and Immigration, Dr. Abdel-Aty and Mrs. Borrell held in-depth talks that highlighted the growing importance of Egypt-EU cooperation. Dr. Abdel-Aty praised the ongoing dialogue and coordination between Egypt and the EU, emphasizing its positive impact on bilateral relations and addressing various global and regional issues. He expressed optimism about the recent surge in diplomatic ties, especially in the context of the comprehensive strategic partnership between Egypt and the EU.

One key topic discussed during the meeting was the critical economic dimension of the strategic partnership, particularly regarding the approval and disbursement of the second tranche of the European Union’s €4 billion financial package. Dr. Abdel-Aty underscored the importance of ensuring that economic cooperation remains at the heart of the partnership, given its potential to drive mutual growth and prosperity.

Addressing Regional Challenges

A significant portion of the discussions was dedicated to addressing the complex and evolving regional situation. Dr. Abdel-Aty drew attention to the immense burden Egypt faces in hosting millions of refugees and migrants, stressing the need for continued international support and cooperation to manage this challenge effectively.

A major topic of concern was the situation in the Gaza Strip. Dr. Abdel-Aty called for the stabilization of the ceasefire agreement and efforts to contain the current escalation in violence between Israel and Palestinian factions. He expressed appreciation for the European Union’s support for the Arab initiative aimed at the reconstruction of Gaza and urged greater EU involvement in its implementation. Furthermore, he invited the EU to participate in the upcoming Gaza Reconstruction Conference, which Egypt plans to host in the near future.

Syria and Lebanon: A Focus on Stability and Peace

The discussions also touched on developments in Syria and Lebanon, with Dr. Abdel-Aty reiterating Egypt’s unwavering support for the Syrian people and their aspirations. He stressed the need for an inclusive political process that represents all segments of Syrian society, in line with efforts to restore peace and stability in the region.

Regarding Lebanon, Dr. Abdel-Aty reiterated Egypt’s commitment to supporting the Lebanese state, its national institutions, and its security in the face of ongoing challenges. He emphasized the importance of adhering to the ceasefire agreement in southern Lebanon, advocating for the full and unconditional withdrawal of Israeli forces from the region, and the empowerment of the Lebanese army to implement UN Security Council Resolution 1701.

Security Concerns in the Horn of Africa and Red Sea

The meeting also addressed security issues in the Horn of Africa, the Red Sea, and the wider region, focusing on ensuring the stability and security of Egypt’s national and maritime interests. Both Egypt and the EU recognized the importance of maintaining peace and security in these strategically significant areas.
