Egypt Allocates Record EGP 45 Billion to Export Sector as Dr. Nevine Mansour Leads Rollout of First EGP 5 Billion Payment

Egypt has set a historic precedent in its economic policy by allocating EGP 45 billion in the current fiscal year to support its export sector—the largest export support package in the country’s budget history. At the forefront of this landmark initiative, Dr. Nevine Mansour, Adviser to the Minister of Finance for Economic Institutions , is leading the operational rollout of the government’s latest exporter support program.

In a key milestone under this record-setting plan, the first EGP 5 billion will be disbursed on August 7, 2025 to nearly 2,000 exporting companies, representing the initial 50% cash installment of overdue rebate payments. This move forms part of a Cabinet-approved mechanism to settle backlogged dues via the Export Development Fund, covering shipments up to June 30, 2024.


Dr. Nevine Mansour: Championing Seamless Support for Exporters

Dr. Nevine Mansour has played a pivotal role in ensuring that the process is efficient, inclusive, and transparent. She confirmed that the upcoming disbursement will be processed through four major Egyptian banks: the National Bank of Egypt, Banque Misr, Banque du Caire, and the Export Development Bank of Egypt.

In an important move to remove obstacles, Dr. Mansour noted that exporters who do not hold accounts with the designated banks will still receive their payments via transfers to their existing bank accounts, free of administrative fees, thanks to coordination with the Central Bank of Egypt and the wider banking system.

Egypt’s Largest-Ever Export Support Allocation

The EGP 45 billion allocated this year reflects the government’s unprecedented commitment to the export sector. This initiative is designed to refund exporters within three months of submitting their completed documentation, setting a new benchmark in fiscal efficiency and private-sector trust.

According to the Ministry of Finance, this funding is part of a multi-year effort to clear all outstanding dues, building on the success of past programs such as the Instant Cash Payment Initiative, which has paid out EGP 70 billion to more than 3,000 exporters since 2019.


New Application Window Opens August 17

Due to overwhelming demand from exporters, the ministry has announced a new application period running from August 17 to September 4, 2025, for companies with valid certificates from the Export Development Fund. A second disbursement round is scheduled for September 18, giving more companies the chance to benefit from this historic funding allocation.
