On Tuesday, December 2, 2025, Cairo officially launched the 24th Meeting of the Contracting Parties (COP 24) to the Barcelona Convention for the Protection of the Marine Environment and the Coastal Region of the Mediterranean. The conference, running through December 5, brings together representatives from 21 Mediterranean coastal countries, the European Union, United Nations bodies, intergovernmental organizations, and civil society.
Key Goals of COP 24
Under the theme “Mediterranean Blue Growth: Towards a Resilient and Sustainable Future,” COP 24 seeks to evaluate regional progress, adopt a new work programme and budget for 2026–2027, and set the agenda for Mediterranean environmental governance over the next decade.
The conference focuses on:
- Combating marine pollution and protecting marine biodiversity.
- Responding to climate change impacts and safeguarding coastal zones.
- Promoting a sustainable blue economy that balances economic growth with environmental protection.
- Finalizing updates to strategic frameworks, including the Mediterranean Sustainable Development Strategy 2026–2035, the Regional Climate Change Adaptation Framework, and a revised Ecosystem-Approach Policy.
Egypt’s Role as Host and COP President
As the host country, Egypt assumes the rotating presidency of the Barcelona Convention, emphasizing its strategic environmental role in the Mediterranean region. The opening ceremony saw the participation of envoys, environment ministers, and representatives from international organizations, highlighting the event’s broad regional significance.
Expected Outcomes and Agenda
During COP 24, parties are expected to:
- Review achievements since COP 23 under the Mediterranean Action Plan (MAP).
- Approve the work plan and budget for 2026–2027.
- Endorse the updated Mediterranean Sustainable Development Strategy, providing a roadmap for marine conservation, climate adaptation, sustainable tourism, and blue economy initiatives.
- Issue the “Cairo Declaration” to reinforce regional cooperation in marine protection, sustainable development, and climate resilience.
- Announce winners of environmental recognition programs, including the Istanbul Environmentally Friendly City Award.
- Conduct side-events and sessions on integrated coastal zone management and marine spatial planning to share best practices and technological solutions.
