Arab Women Organization Wraps Up 10th Conference in Cairo

On May 5–6, 2025, the Arab Women Organization held its tenth conference in Cairo, under the patronage of President Abdel Fattah El-Sisi and during Egypt’s tenure at the helm of the organization’s Supreme Council. Organized in partnership with the National Council for Women, the event was held under the theme: “Connectivity, Empowerment, and Protection of Women and Girls from Cyber Violence and Tech-Driven Threats, Including Artificial Intelligence.”

The final session was attended by Counselor Amal Ammar, who heads the National Council for Women; Dr. Marianne Azer, a member of the Council; Ms. Rouaida Hamada Mansi, a specialist in gender equality and women’s issues; and Ms. Nora Osama, Director of Planning and Programs at the Arab Women Organization.

Counselor Amal Ammar presented the Cairo Declaration, which outlined the following points:

  1. A call to develop a cohesive Arab framework to confront cyber violence, ensuring digital safety for women and girls by engaging governments, civil society, digital platforms, and tech companies.
  2. Acknowledgment of the critical role of technology in advancing empowerment and connectivity, while emphasizing the need to reinforce legal safeguards against online violence targeting women and girls.
  3. A recognition of the pressing need to scale up awareness efforts, training programs, and capacity development among law enforcement and judicial personnel in managing digital crimes, especially those impacting women and girls.
  4. A push for embedding digital literacy and legal awareness into educational systems, particularly for girls, to promote safer and more informed use of technology.
  5. A recommendation for governments to implement national awareness campaigns that define and raise visibility around the dangers of cyber violence, particularly against women and girls, and to promote strategies for combating it.
  6. An appeal to digital companies and platforms to take proactive responsibility by implementing clear and accessible policies that protect women and girls from online abuse.
  7. A strong assertion of the importance of involving women and relevant national bodies in shaping and executing policies on cybersecurity and digital transformation.
  8. A declaration of solidarity with Palestinian women enduring various forms of violence under the ongoing Israeli aggression in Gaza and the occupied territories. The statement affirmed their right to protection from digital abuse as part of their broader right to safety, liberty, and essential resources such as food and medicine. Ensuring their empowerment in the digital sphere and access to the internet was described as a continuation of their broader struggle for rights and justice.

During the session, the Arab Women Organization unveiled a new training guide designed to assist in the preparation of national reports for submission to the UN Committee on the Elimination of All Forms of Discrimination Against Women (CEDAW). Additionally, the organization announced the launch of the Arab Girl Award.

The conference concluded with Egypt formally passing the presidency of the Supreme Council of the Arab Women Organization to Morocco, along with the symbolic transfer of the torch shield.
