Dalia gained extensive experience of 24 years at government affairs, working for 3 ministries. In 1988, she was appointed as Legal Advisor Assistant to Ministers of Finance and Foreign Trade. Then, she was hired as Regulatory Reform Unit Manager at the Ministry of Finance. Prior to this position, she headed procedure optimization unit, within the framework of The Egyptian regulatory reform and. development initiative.  Thought her career path, she significantly contribute to  better regulatory reform and women empowerment.
