Housing Minister Opens Specialized Housing Center in New Cairo City to Enhance Customer Services

Eng. Randa El-Menshawy, Minister of Housing, Utilities and Urban Communities, inaugurated the Specialized Housing Center of Housing and Development Bank in New Cairo City as part of the bank’s Housing Operations Centralization Project. The initiative is designed to enhance and streamline housing services provided to customers of the New Urban Communities Authority (NUCA).

The inauguration was attended by Hassan Ghanem, Chief Executive Officer and Managing Director of Housing and Development Bank, Dr. Walid Abbas, Deputy Minister of Housing for Urban Communities, Mai Abdel Hamid, Chief Executive Officer of the Social Housing and Mortgage Finance Fund, Walid Matar, Assistant Managing Director for Retail Banking, Mortgage Finance and Branches at the bank, along with senior officials from the Ministry of Housing and Housing and Development Bank.

Citizen-Centered Service Development

El-Menshawy emphasized that the Ministry of Housing places citizens at the center of its priorities and continues to develop service delivery mechanisms in line with Egypt’s vision for digital transformation, governance, and enhanced institutional efficiency.

She noted that improving service quality, simplifying procedures, and reducing service delivery times are among the ministry’s key priorities during the current phase. These efforts reflect the government’s commitment to providing more efficient and accessible public services while improving the overall customer experience.

Integrated Services Through a One-Stop Service Model

The minister explained that the Specialized Housing Centers Project represents a significant transformation in service delivery and an important step toward facilitating procedures and improving the efficiency of housing services provided to NUCA customers.

The centers provide integrated services through a one-stop service model, enabling citizens to complete transactions more easily, quickly, and efficiently while maintaining a high standard of service quality. The approach is expected to reduce administrative burdens and improve access to essential housing services.

Strong Partnership Supporting Urban Development

El-Menshawy praised the fruitful cooperation between the New Urban Communities Authority and Housing and Development Bank, describing it as a successful model of institutional integration that contributes to improving public services and supports Egypt’s unprecedented urban development efforts across new cities nationwide.

She noted that the collaboration reflects the ability of state institutions to work together effectively in delivering better services that align with the rapid pace of urban expansion taking place throughout the country.

Housing Operations Centralization Project

For his part, Hassan Ghanem stated that the Housing Operations Centralization Project reflects the bank’s commitment to adopting more specialized and efficient operating models.

He expressed pride in the bank’s role as a strategic partner of the Ministry of Housing and the New Urban Communities Authority in managing and delivering housing services to citizens. He explained that the project builds on the bank’s ongoing efforts to modernize the housing services ecosystem, including the introduction of electronic payment services and digital reservation platforms for NUCA projects, culminating in the establishment of specialized housing centers staffed by dedicated customer service teams.

Enhancing Efficiency Through Advanced Operating Models

Ghanem explained that the new operating model accelerates transaction processing and delivers a more efficient and flexible customer experience. It also establishes a unified point of contact for dealing with city authorities and property-owning entities, enhancing operational efficiency, monitoring, and oversight.

He reaffirmed the bank’s commitment to investing in advanced operational and technological infrastructure to support the continued development of housing services and keep pace with the rapid growth of Egypt’s real estate sector.

Drawing on more than 45 years of customer trust and experience, the bank continues to strengthen its role as a key partner in supporting the state’s efforts to achieve sustainable urban development.

Nationwide Expansion Plan

The Specialized Housing Center in New Cairo City is among the facilities launched during the first phase of the Housing Operations Centralization Project, which aims to establish 17 specialized centers across Egypt.

The project adopts a unified operating model designed to improve performance, enhance customer experience, and provide more specialized services. Housing and Development Bank is currently implementing the second phase of the project, with plans to complete and inaugurate all 17 specialized centers by the end of 2026.

Once fully operational, the network of centers is expected to provide a more efficient, customer-focused housing services system that supports Egypt’s ongoing urban development strategy and improves service accessibility for citizens across the country.
